Utility Billing/AMI Administrator Job Description

The Community

The City of Blaine, Washington, is a coastal community of 5,000 people, with a unique location on the US/Canada border. Blaine offers a small town environment just outside a major metropolitan area. Blaine is only 45 minutes from downtown Vancouver, British Columbia, one of the world’s most beautiful and dynamic cities. All major services are available in Bellingham, WA, only 30 minutes away, including shopping, theatres, dining, three colleges, a hospital and an airport. Interstate-5 provides easy access to Seattle, WA, two hours to the south.

Blaine offers access to unlimited outdoor recreation, with the inland marine waters of the Puget Sound and Georgia Straight for boating, fishing, and day trips to the San Juan Islands. The Cascade Mountains are less than an hour’s drive, offering hiking, skiing, camping, hunting and fishing. Locals like to boast that they can ski in the morning and sea kayak or golf in the afternoon.

The Position

The Utility Billing/AMI Administrator works independently to perform and oversee an array of activities related to Utility Billing and Advanced Metering Infrastructure (AMI).  This position participates in the planning, management, and administration of AMI, ensuring that meter data are correctly transmitted to the proper entities.  Maintain the read performance of the AMI system, ensuring the integrity, reliability, accuracy, and availability of meter data and program AMI related software systems.  Troubleshoot issues to provide for optimal performance and perform repairs as well as assist technical support in testing, debugging software applications, and upgrades to the AMI system.  Collaborate with outside vendors and service providers.  Generate reports and maintain processing schedules for AMI system operations.  Other duties include accounting, customer service, auditing/balancing financial records, and supervision of assigned personnel.  Other duties as assigned. 

Qualifications

Knowledge, Skills and Abilities

  • Knowledge of methods and techniques of statistical data collection and analysis.
  • Knowledge of data network infrastructure.
  • Knowledge of applicable software and emerging trends in AMI.
  • Ability to analyze complex data.
  • Ability to respond to situations outside of regular office hours. 
  • Ability to critically think and problem solve utility billing and meter reading software and equipment issues.
  • Ability to maintain and apply a current working knowledge of utility billing and meter reading functions in a governmental setting.
  • Ability to establish and maintain effective working relationships with employees, supervisors, elected officials, personnel from Federal, State, and other local entities, and the general public. 
  • Ability to interact with people beyond giving and receiving instructions.  Ability to perform under stress and when confronted with persons acting under stress. 
  • Ability to communicate effectively, both orally and in writing; in clear, concise language appropriate for the purpose and parties addressed. Must use tact, discretion and courtesy to gain the cooperation of and establish and maintain effective working relationships with public officials, consultants, vendors, co-workers, other departments, and diverse members of the public. 
  • Ability to work independently or cooperatively as a team member.  Ability to exercise judgment and diplomacy.
  • Knowledge of principles and practices of supervision, training, and performance evaluation.  Ability to supervise, provide training, and evaluate assigned personnel.
  • Ability to analyze data from a variety of sources and formulate goals, analyzes alternative solutions, recommend solutions, and implement decisions.
  • Ability to work efficiently with indirect supervision in carrying out assigned tasks.  
  • Must be able to plan, organize, and respond to frequent deadlines. 
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations.  
  • Ability to write reports, business correspondence, and procedure manuals.
  • Exhibits proficiency in computing including effective use of proprietary governmental billing and metering software such as Vision Municipal Solutions, Application Software Products, Sensus Metering Software and Analytics Software, as well as open market software such as the Microsoft Office Suite of products.  Must understand or be able to learn a variety of word processing applications, spreadsheet programs, and databases.
  • Ability to attend management and professional meetings and seminars.
  • Ability to maintain confidentiality of information.
Education and Experience

  • Associate of Arts degree from an accredited college with major course work in accounting, business, or computer science, or a technical degree in metering.
  • Minimum three (3) years of responsible accounting experience in utility billing and related experience in AMI systems for water and/or electric utilities.  Local government experience preferred.
  • Minimum of two (2) years of supervisory experience.
  • Equivalent combination of education and experience that provide the incumbent with the necessary qualifications may be considered.
Salary is $5,115 - $5,970 per month. The position is a member of the Teamsters Non-Uniform bargaining group. The City offers an excellent benefit package including:
